Sundred Sky provides you with extra 300 HP and your level ups give you HP, resulting in higher Max HP, so the HP stacking is almost equal to as if you would buy Heartsteel first. Also you have more power in the early teamfights with Sundred. But if you want to have a safe laning phase then, yes, Heartsteel first is the one to go.
