as someone who has bought windows a few times, i can tell you why i refuse to activate windows, fuck that, it's $100 and even after swapping out pc parts and activating again and again, "go to settings to activate windows" i would much rather have a "free" copy of windows, than a legit copy, fuck the paid for version, the free version is literally the same thing without the watermark and the ability to turn things off

you can connect you're activated windows key with a microsoft account. So when you change pc and what not, you can use the same one
