The factor in everyones way is time and appearance. For example the cause of Goku getting to SS1goku is him having a pure heart and getting angry. Now what is worth to call here the technique of him getting angry and having a pure heart or the transformation itself? Lets stay with the super sayan cause everyone love saying goku transforms. What if goku turned super sayan only for 1 second to punch the enemy? Would you call here the technique or the transformation? It would be worth to call the technique like ssfist but why even bother calling it a transformation? Now to Luffy. The techniques are called G2 (pumping blood) G3(blowing air in limbs). The transformations have no names we would refer them as G2Luffy and G3Luffy. Even gomu gomu no pistole would be the trchnique and something like "streched armed luffy" the transformation. Is it worth to call the transformation here? No. Is it worth to call kaioken Goku a transformation? No. 8gate guy? Maybe. G2Luffy? Lmao lemme nerd talk real quick. You do realise that Luffy body is made of rubber, him stretching, inflating and deflating is so normal that it would basically be the equivalent of a human flexing there muscles might look a little different but it's not drastic enough to say he transformed.
2nd Gear is only a technique and not a transformation, a slight change can not be considered a transformation just like how you wouldn't be saying a white person blushing is a transformation because they face got red.
As far as I am concerned Luffy has only ever transformed when he first ate the gum gum fruit and *transformed* into a rubber man and also when he eat all those shadows and turn into Nightmare Luffy.
Everything else are just attacks and techniques

G2 and G3 are the technique and G2Luffy and G3Luffy the transformations. Let me introduce you to the 2 factors getting in our way with an example. Everyone agrees SSGoku is a transformation right. What if goku went SS1 only for 1 punch like 0.1 second punch. You would call the technique something like ssfist. Would you even bother calling it a transformation? Nah. As someone who's watched and read One Piece for more than 10 years I never considered Gear 2nd and 3rd as a transformation, but the ones after those two are definitely both a technique and a transformation.
Gear 2 is 200% a technique he’s essentially just using steroids without using steroids kinda like kaioken, Goku going super saiyan is a transformation
Frfr Goku using kaioken is a technique, super saiyan is a transformation. Luffy using gear 2 is a technique, Luffy using another form later 🌚 is a transformation.

Gear 2 is definitely a technique. Gear 3 is debatable but overall only partial expansion like choji for a super punch or kick. Changing the characteristics also counts as a transformation. G2 is 100% a technique everyone know that. But as soon as you say G2Luffy you are saying "it is worth calling the transformation". In the Manga, Luffy doesn't turn red during 2nd gear. So he actually doesn't turn into anything...the anime ppl have him a red color because they thought ppl needed to see a transform effect 🙄. Oda doesn't make him red and the only thing that comes out is smoke because he is heating his blood up. Ssj2 is actually Goku changing himself to be faster/stronger by unlocking something that changes him into something else. The anime of One Piece (and anime in general) confuses ppl.
3rd gear is not a transformation. He is literally just sucking in air to blow his body up and push it to extremes. He doesn't actually unlock something that makes him transform into some different like Chopper. Chopper has transformations. Luffy has augmentations.

g2 is the equivalent to kaioken which is a technique it boost his limits temporarily but he isn't transforming, he just sweats and it steams off of his body, the redness is just a visualization of him getting hot and the blood circulating way faster
