To my knowledge no, as you can not enter the Shelter base without the badge. I tried, you can't get past the entrance lobby by force. However, there might be a way that I'm not aware of.

There actually is! I picked one up the other day, not sure how. It seemed to have similar stats to the SEVA-V I was wearing. It also seems that it’s either a specific reward or part of a loot pool, no fixed spawns
If you want the generic SEVA suit go to Z town while it's getting attacked by monolith and go into the big building and there are to dead guys in the back room to the left I think they both have one and a big ass pkm machine gun

What seva is better?
Some consider the SEVA-I to be the best variant, me included, but opinions about it differ. You'll have to make up your own mind about it.
