There’s an app called almaani that can accomplish this in some way, but I’ll let someone else answer the question as I’m not an android user
Almaany arabic to english is probably the best. There's also the hans wehr dictionary but you need get some practice with it and know how to derive the root words.

Learning Arabic in Arabic is the way to go as The brother mentioned. having some classes in English can help with learning, but for the most part you need a lot of exposure to Arabic.
