My theory is since 1-4 were originally given to the top of the order and the teams best hitters, they were either retired by teams or players avoided respected numbers, so they did not continue to accumulate WAR.
Edward Carl Gaedel was the guy with dwarfism who took 1 at bat with the St. Louis Browns and he wore the number 1/8. I'm pretty sure that is the lowest WAR by any number that was ever worn in the major leagues.
While I like the harder answer being worth most points, usually the #1 answer is the easiest to get, and falls in line with actual Family Feud that it gets you the most points.
