She pauses because she had a stroke and it hit the talking part of her brain. Its super weird because her understanding of language was fine but not her talking when she had the stroke and shes better now but shes still a little messed up.

Aubrey Plaza is just a human who is actually herself and seemingly has a mind of her own. Her ineffable personality just seems "awkward and weird" since the bar of normalcy and real is often portrayed via actors trying to act like somebody they're not. Putting up a façade between them and the viewer. Insofar as "famous" people are concerned, she'd probably be the most chill person to hang out with. Somebody who's funny without really trying.
