The conventions have always had the power to choose their party's nominee for POTUS. Don't you remember "dark horse" candidates being talked about in history classes in school, when no majority could be obtained after multiple votes at the convention? They nominated a compromise candidate. That compromise candidate could be anyone the convention agrees on.
It is not a requirement for parties to choose the primary winner, or even someone who was on a primary ballot.
