It's because there were almost no female characters in the old shorts from the 50s-80s. Jellystone is a town, and it would be weird to have a town in which the population was 98% dudes. I don't mind the gender swaps, myself. Many of these characters were interchangeable and are far more interesting as females.

Too many, in my opinion. I’m not sexist, but I feel that recasting a large amount of traditionally-male characters makes the crew come off as trying to appease the #MeToo crowd to the point they look like PC Nazis. Recasting Jabberjaw as female just feels like an excuse not to hire Frank Welker or someone else who can do a Curly impersonation.

Many of these characters, while classic, were not as well known as others. The last time most of them were played straight was in the late 80's in various TV movies or shows like Yogi's Ark. Even then, a small ensemble was still focused on like Yogi, Booboo, Cindy, Quick Draw, Baba Louie, Huck, Snagglepuss, Augie Doggie and Doggie Daddy. While I tend to be against drastic changes in characters, if they aren't well known, the change can be warranted for a new audience.
I'd agree with you if the characters were well known and beloved by many. Well, they're not. So yeah, it's neither lazy nor stupid, it's pretty smart really!
