Carter Phillips you must not look in the middle of the map i found the scott one in the side of the map try and strech your search thats what i did because in the middle they keep giving yo the same ones and it gets tiring
Caron Brandford That's weird i had that a few times here and there but it was only the odd one not all. It might be bugged i'll have a look next time i'm on to see if it happens to me. Game update 47 is soon so might be a fix in there.
thomas gervais good question i'm not sure tbh they are in the open world and not there own special area like Gotham wastelands etc maybe you can get them without the dlc but can't collect them once in your inventory

confirmed with my Brother, you NEED the DLC to be able to even acquire these collections. dont bother trying if you do not have the DLC unlucked
