Sisko knows he's a relatively harmless criminal, and Odo uses him to catch bigger fish in the smuggler rings he has contact with.
I love Armin's line reading pretending not to know what the problem is with his held-up cargo, where you can tell that he knows exactly what the problem is. Nails it.

Exactly, a very important point.. quark knew what was "fair" in his own sense of right and wrong. This is one of the best scenes from this episode for me, for many reasons.
The clothes and the 5 bars of gold-pressed Latinum were enough the help with the shipment was pushing it but Quark had to get slightly above a level bargain for it to truly be level to a Ferengi. He did know how far he could push it though he's a smart one.

The best part is when Quark realizes what is going on and clearly is far more delighted about Sisko trying to bribe him than he is upset over anything that happened leading up to it. I mean, Quark is _far_ from dumb. He doesn't need to know Sisko as well as he knows Odo to put 2 and 2 together and get top secret something-or-other important to the war against the Dominion. And he _understands_ the vital importance of that, not just from a general perspective, but *especially* from a business perspective. Throwing a monkey-wrench into this could be *very* bad... so he allowed frankly _unreasonably_ favorable terms to Sisko so he could cooperate without giving away the plot to anyone else paying attention.
Rule no 57 :Good customers are as rare as latinum. Treasure them. Quark knows not to overexploit an opportunity as Sisko while often on the crosshairs has provided numerous benefits to Quark, so even if this was a rare opportunity he knows not to overexploit him cause he is a good customer.

Bribing Quark, lies and secrets, giving a controlled substance illegally and unwillingly involved in the assassination of a criminal that was guilty of attempged murder after released on death row, the assassination of a Romulan Senator that hates the Federation enough to take delight in the hundreds of thousands of deaths of federation officers and loss of planets and his Tal Shiar staff (comparable to Hitler's SS) and weigh it against entire worlds freedoms and the deaths of civilians from the Dominions invasion of the Alpha Quadrant, along with the deaths of so many Federation and Klingon people fighting for their lives and the lives of others... In this extremely rare and intense situation, which do you want to be more guilty of having allowed to happen? Now throw in the part nobody talks about: Jake's father and son would be as good as dead if the invasion was allowed to continue. If my two daughters were in danger of being murdered and Garak offered me the way to save my country and my family from death but he had to slit the throats of everyone in this comment section, I would agree to the deal. And so would you. You'd slit my throat yourself to save your country and your family. It was a no-win scenario. Sisko made the choice that ended with the Alpha Quadrant maintaining freedom and saving his family and home world. And for all the faults and problems that the Klingons, Federation and Bajorans have, nobody deserves enslavement or genocide.
And dont forget Garaks smile at Sisko when Sisko found out that he was just a pawn in a very delicate assassination 😁 the smile was extra with no cost. Garaks style

Do not forget Quark's cousin. He was cool with a whole planet being blown up for personal profit. He was like Yuri Orlov in the Lord of War movie. They were not evil but what they did actively contributed to others being that way.
Quark sitting there with a cheese grater against Sisko's flesh and squirting lemon juice into it. Sisko had to sit there and knowingly let Quark sneak contraband onto the station and couldn't do anything about it. For a man as strong in moral character as him that must have hurt badly.
That's pretty much the point of the entire episode. However, Sisco didn't "have to" do anything. He chose to, that is the other point (which Garak made). If he wanted to convince the Romulan Senator, he would have worked harder with Curzon and Star Fleet's diplomatic core. From the beginning he chose to go down this path, the rest was just convincing himself that he went down this road unwillingly. You don't go to Garak because you want to do things right. You go to Garak because you are willing to get things done the wrong way. He's already known to be a spy and assassin at this point. Not known for psy-ops, diplomacy, Romulan culture expert, etc.
In the pale Moonlight is single-handedly the greatest piece of science fiction writing ever made. This scene with Quark is the best Quark moment in the entire show!

I love the subtlety of the acting in this scene from Avery. The normally strong, confident, forceful Captain Sisko in any other situation is reduced to a stuttering, timid man when doing so antithetical to his nature: circumventing the law and bribing Quark. You can see how rough it was for him the whole episode. Just excellent.
4:01 ---- I love how subtly Garak slipped in there. He wasn't there a second ago and now he's already there, and already standing still. It's a nice illustration of his skills in... this sort of thing.
Getting bribed by Captain Sisko gave him all the energy he could ever need. Must have been his dream come true. Almost on the same scale as finding himself in the Divine Treasury after his death.
He knows not to push Sisko too far. Remember in S5E18 "Business as Usual" Sisko threatened to kill him after Quark made a snide remark re: the Bajoran government giving him immunity in his dealings with arms dealer Hagath.
I feel like he was testing his luck with getting the cargo forwarded through, and decided to call it when he realized just how desperate Sisko was because of his 'Anything else?' He's opportunistic for sure, but I'd say he respects Sisko enough to not wring everything out of him.
Something that never clicked with me on past viewings of this scene, Avery Brooks has Sisko act very much as Jake Sisko would act (mannerism, speech tone, etc). It certainly builds that father-son connection.
Don't let Sisko's morality distract you from that in 1966, Al Bundy, a character from the sitcom Married... With Children, scored four touchdowns in a single game while playing for the Polk High School Panthers in Chicago's city championship game against Andrew Johnson High School. The game-winning touchdown was scored in the final seconds against his rival, Bubba "Spare Tire" Dixon.
Morality, compassion, ethics, they all go out of the window in war. You must be more ruthless than the enemy if you hope to win. This is why war is bad, nobody wins. If you beat the enemy then your way continues but at what cost? On the other hand, if you want your way to continue then you must win, no matter the cost.
This, and one other episode, made *that* point oh, so clear - and once again proved that "War, is Hell." Many a Trekker claim that this episode was an out & out "betrayal" of all Roddenberry held sacred. Perhaps it was - but then, inevitably, an institution, no matter how benevolent or benign, will kick, scratch, bite, tear, and literally do ANYTHING to draw another breath... up to, and including trampling (if not outright pissing all over) the very thing(s) that made it "benevolent." Admiral Ross was right - Inter Arma Enim Silent Leges. "In times of war, the law..? falls silent." Or more infamously, "We're all animals - Some of us simply have bigger teeth." (and in such cases..? you do *whatever* it takes to knock the other guys teeth out - period. )
He wasn't playing Sisko, but if you pay close attention Garak was nudging Sisko through each step or "door" whenever Sisko was having reservations about their actions
1:04......this is one of the reasons I think Odo was respected by Quark to some degree. Despite him and Quark always nipping and sniping at each-other, Odo was always fair in how he dealt with Quark. He never entrapped him, never played dirty to try and get him arrested and the moment Quark was genuinely wronged (stabbed in this instance) Odo had absolutely no qualms in defending his right to press charges as a matter of law and would carry it through no problem. As a security/police officer, Quark knew Odo could be trusted to be fair. Odo always tried to look at things from the balance of 'What does the law say about this?" regardless of personal feelings.
Brooks' acting here was so fantastic. Very subtle when negotiating with Quark. Fury, but contained. Then with his log, he let's it go. And damn, the choices he made. I always felt Star Fleet Command knew, if not the exact details, over all what men like Sisko were doing and the choices they were making. They let them because the admirals and politicians no longer could, they no longer had the strength of will (although the morality of the decisions would not be a problem). And as long as the Captains and Commanders made the successful choices they would be happy to take credit for it, and if the wrong choice was made, the senior officers would burn the junior ones at the stake. Just my head canon.
See this is how you can tell Quark is generally a good person, or atleast a sensible businessman. He asks for no more and no less that he feels he is owed
I think he would have at least appreciated it from a writing standpoint. Heck even if it goes against everything he envisioned it kind of reinforces his believe. Sisko is basically the only human factor in play and it shows his believes crumble ever so slightly with each step it shows that while humanity can overcome its vices as a culture its still corruptable from the outside. Yes picard or kirk would have found another way thanks to writting but that would be antithesis to ds9 as its probably the only show that truly deals with out of starfleet factions not just as oneoff/teoccuring antagonist but as allies/friends/enemys and everything inbetween.
four steps to a good bribe: 1) pay obvious 2) stretch truth for moderate gain 3) something within other's power to grant even more profit 4) don't over play hand and call it a day
in war, no one gets out clean. DS9 went where Trek feared to go. show why the Federation is important and just how far Starfleet officers will go to save it.

One captivating aspect of Garak's character is that as the 'spy' archetype he can do anything. He can evade any obstacle or precaution, and is always the most dangerous person in an inter-personal dynamic. This gives the writers vast license to use him as a Swiss army knife and create interesting moments.
Such a controversial episode on a controversial section of the shows but MY GOD was this good. The actor for Sisko...such a shame he got blacklisted because he gave an animated broadway performance on this one with such emotion and the writting...mmm "people are DYING OUT THERE, and here i am worrying about the finer points of morality" so delicious.

Quark's smuggling is rarely dangerous. He's not the sort to traffic in weapons...as we saw once. Generally just moving merchandise governments don't want. A modern example being shipping a crate of video games into a country that banned those games.
In a way it was never about the bribe for Quark. It was the sheer fun of having Sisko by the short and curlies. In the words of Terry Pratchett: “Cuius testiculos habes, habeas cardia et cerebellum. When you have their full attention in your grip, their hearts and minds will follow.”

I like quark in this scene, he ask for very reasonable demands, his and his workers clothes fixed, his bars missed earnings, and some stuff we bought to get to him, and nothing more. While he probably was bumping the numbers for his lost of earnings 5 bars of latnium sounds really small all things considered
Honestly, the only thing that could have made this scene any better is if right after Sisko asked what he'd need not to press charges, Quark had just stared dumbfounded for a second at Sisko, and then his lips twitched, trying to restrain a growing smile as the realization kicked in.
I agree. Quark has berated and belittled humans before, with his observations in the past. But this scene would go to prove his observations about humans were right on the bars of gold pressed latnium.
What makes this some real skill of writing is that Sisko in his records he's not even trying to justify his actions or rationalize them away. This is his confession & just hoping that he'll be able to make peace with everything.
I kind of feel like the very notion of a Federation Officer offering him a bribe was reward enough for Quark. Everything else was just very lucrative icing
There's one thing that I found very remarkable during the series run, that Odo puts the law above everything else, even the antipathy for Quark never stopped him! When he was victim of a crime, like here or when a customer in "Babel" assaulted him, Odo did his job, according to the law! I think we all know these stories how lawmen looked away when criminals were victims of crime themselves, thinking "They deserve it!", but not Odo! I liked this charactertrait of him.

I guess I never thought about the logistics of it, but I got confused as hell when Sisko took his jacket off... and under it was red sleeves, but the middle part still was grey? I assumed the top was all one piece and then they wore a colored undershirt to match their rank.

Wow quark demands were actually resonable
He knows not to push Sisko too far. Remember in S5E18 "Business as Usual" Sisko threatened to kill him after Quark made a snide remark re: the Bajoran government giving him immunity in his dealings with arms dealer Hagath.

I feel like he was testing his luck with getting the cargo forwarded through, and decided to call it when he realized just how desperate Sisko was because of his 'Anything else?' He's opportunistic for sure, but I'd say he respects Sisko enough to not wring everything out of him.
He got more than the value of the loss. And he knew pushing too hard could eliminate the bribe. So it was profitable.
Something that never clicked with me on past viewings of this scene, Avery Brooks has Sisko act very much as Jake Sisko would act (mannerism, speech tone, etc). It certainly builds that father-son connection.

With Children, scored four touchdowns in a single game while playing for the Polk High School Panthers in Chicago's city championship game against Andrew Johnson High School. The game-winning touchdown was scored in the final seconds against his rival, Bubba "Spare Tire" Dixon.
Morality, compassion, ethics, they all go out of the window in war. You must be more ruthless than the enemy if you hope to win. This is why war is bad, nobody wins. If you beat the enemy then your way continues but at what cost? On the other hand, if you want your way to continue then you must win, no matter the cost.
This, and one other episode, made *that* point oh, so clear - and once again proved that "War, is Hell."
Many a Trekker claim that this episode was an out & out "betrayal" of all Roddenberry held sacred. Perhaps it was - but then, inevitably, an institution, no matter how benevolent or benign, will kick, scratch, bite, tear, and literally do ANYTHING to draw another breath... up to, and including trampling (if not outright pissing all over) the very thing(s) that made it "benevolent."

This elevator scene is one of my top 5 for the entire series. Garak is 5 steps ahead of Sisko, and plays him for a complete and utter fool. ;)
He wasn't playing Sisko, but if you pay close attention Garak was nudging Sisko through each step or "door" whenever Sisko was having reservations about their actions
1:04......this is one of the reasons I think Odo was respected by Quark to some degree. Despite him and Quark always nipping and sniping at each-other, Odo was always fair in how he dealt with Quark. He never entrapped him, never played dirty to try and get him arrested and the moment Quark was genuinely wronged (stabbed in this instance) Odo had absolutely no qualms in defending his right to press charges as a matter of law and would carry it through no problem. As a security/police officer, Quark knew Odo could be trusted to be fair. Odo always tried to look at things from the balance of 'What does the law say about this?" regardless of personal feelings.
Odo is very nearly a Lawful Neutral and I love him for it

Brooks' acting here was so fantastic. Very subtle when negotiating with Quark. Fury, but contained. Then with his log, he let's it go. And damn, the choices he made.
I always felt Star Fleet Command knew, if not the exact details, over all what men like Sisko were doing and the choices they were making. They let them because the admirals and politicians no longer could, they no longer had the strength of will (although the morality of the decisions would not be a problem). And as long as the Captains and Commanders made the successful choices they would be happy to take credit for it, and if the wrong choice was made, the senior officers would burn the junior ones at the stake. Just my head canon.
Notice the pillows on Sisko's couch are the same colour and pattern as Quark's damaged clothes :-)

Best Star Trek episode ever. Gene Roddenberry would have been aghast but the episode is a masterpiece.
I think he would have at least appreciated it from a writing standpoint.
Heck even if it goes against everything he envisioned it kind of reinforces his believe. Sisko is basically the only human factor in play and it shows his believes crumble ever so slightly with each step it shows that while humanity can overcome its vices as a culture its still corruptable from the outside.
Yes picard or kirk would have found another way thanks to writting but that would be antithesis to ds9 as its probably the only show that truly deals with out of starfleet factions not just as oneoff/teoccuring antagonist but as allies/friends/enemys and everything inbetween.

One captivating aspect of Garak's character is that as the 'spy' archetype he can do anything. He can evade any obstacle or precaution, and is always the most dangerous person in an inter-personal dynamic. This gives the writers vast license to use him as a Swiss army knife and create interesting moments.
Such a controversial episode on a controversial section of the shows but MY GOD was this good. The actor for Sisko...such a shame he got blacklisted because he gave an animated broadway performance on this one with such emotion and the writting...mmm "people are DYING OUT THERE, and here i am worrying about the finer points of morality" so delicious.
This damn episode remains as the top 5.
I like how, even though it clearly pains him, Odo does give Quark his due for standing up for the girl.

This is why Quark is awesome. He could have straight milked Sisko, but he's smart enough to know if he's here now a good price will bring him back next time. Im not sure if anyone else noticed, but Sisko seemed more stressed about the latinum than he did about helping quark smuggle.

Quark's smuggling is rarely dangerous. He's not the sort to traffic in weapons...as we saw once. Generally just moving merchandise governments don't want. A modern example being shipping a crate of video games into a country that banned those games.

This really shouldn't be shocking or a surprise to Quark, after all Commander Sisko blackmailed Quark to stay on the station and keep his bar running when they first met. Quark should have expected that captain or Commander Sisko would bend the rules or go around them when he had to and he needed something..

I like quark in this scene, he ask for very reasonable demands, his and his workers clothes fixed, his bars missed earnings, and some stuff we bought to get to him, and nothing more. While he probably was bumping the numbers for his lost of earnings 5 bars of latnium sounds really small all things considered
Honestly, the only thing that could have made this scene any better is if right after Sisko asked what he'd need not to press charges, Quark had just stared dumbfounded for a second at Sisko, and then his lips twitched, trying to restrain a growing smile as the realization kicked in.
I agree. Quark has berated and belittled humans before, with his observations in the past. But this scene would go to prove his observations about humans were right on the bars of gold pressed latnium.
What makes this some real skill of writing is that Sisko in his records he's not even trying to justify his actions or rationalize them away. This is his confession & just hoping that he'll be able to make peace with everything.
I kind of feel like the very notion of a Federation Officer offering him a bribe was reward enough for Quark. Everything else was just very lucrative icing
There's one thing that I found very remarkable during the series run, that Odo puts the law above everything else, even the antipathy for Quark never stopped him! When he was victim of a crime, like here or when a customer in "Babel" assaulted him, Odo did his job, according to the law! I think we all know these stories how lawmen looked away when criminals were victims of crime themselves, thinking "They deserve it!", but not Odo! I liked this charactertrait of him.

I guess I never thought about the logistics of it, but I got confused as hell when Sisko took his jacket off... and under it was red sleeves, but the middle part still was grey? I assumed the top was all one piece and then they wore a colored undershirt to match their rank.
