Actually you have a very high skill level which I have commented before several times. Reaction speed 39:17 was ever awesome too. It's like an Asian kid who's a genius but refuses to live his life as per his parents' expectations. Despite all your skills, you go for fun builds that handicap yourself. Everything has its pros and cons though. Your fun builds actually shows how badly some units need buffs.
Tesla Troopers - too expensive. For them to remain at 500 cost they'd have to be at the Desolator's power level. Even 400 is a little overpriced if you see what GGIs could do and with GGI's versatility given their AA and long range.
Flak Trooper - also too expensive. Their cost problem is partially contributing to the Tesla Trooper's problem. We can't decrease the Tesla Trooper's cost if Flak Troopers still cost 300. Both troopers' prices have to drop for things to remain sensible.
Siege Choppers - Pea shooters people used to call them. In my headcanon, the pea shooter should be the artillery cannon, remaining unbuffed. I'd instead buff the machine guns.
V3s - I wonder when you'd use them. Basically, instead of having Kirovs force firing on the ground, do it with V3s instead.
Tesla Coil - No need for more damage. The buff I'd give them is increased health. To the Flak Cannon's health level at least. Thinking about it - Prism Towers have delicate optics that get damaged easily. Tesla Coils are like phallic dildos resilient to damage, staying strong, tall, erect.
Battle Bunkers - I think they have the wrong armor type. Would change them from steel to concrete. Always thought they were like concrete walls.
Electric stuff there. Could you do one where you use the Russian turrents more. I think they are a valued weapon, especially on defence.
Especially when it becomes level 3 tank ;)

I'd make them immune to dogs and radiation. Damage buffed from 50 to 100. Range unchanged. Health x3 at least from 130 to 390. Despite the buffs, slight cost reduction to 400.
imo, the hardest faction to go against as soviet is libya, them spamming demolition trucks keeps screwing with bunkers

Best combination I things is IFV TANKS or better Battle fortress fill with Tesla troopers. And of course , number of units is necessary. More number of units more powerful.
NB: This is my favorite combination of units.
1. Battle fortress fill with GI and/or Guardian GI(or group of fortress of GI & Guardian GI, bot of them) this units as ambush group.
2. Battle fortress fill with Tesla troopers. As main group of attack team
3. 4-6 units of IFV fill with engineer, as support team(can repair tank unit)
4. Artillery units, 6, 8, 10 unit of V3 launcher. Oh, very important, make this unit when targeting and launch their missile must be together. So if first or second missile disarm by Anti Air of enemy, the rest of units will hit the target.
