    Cartels do control prices, the narcotics trade isn't a pure free market, organisations control distribution and retail based on their ability to project force not their ability to provide their commodities for the lowest price. You can't have market competition without a state to regulate the competing interests, mediate conflicts and protect property rights. Mexican cartels perform this function for themselves and competing interests are resolved by force, territory is controlled by a single trafficking organisation and prices are artificially controlled by them not by normal market mechanisms. The Guadalajara cartel is particularly comparable to a cartel in every traditional sense considering they were an association of all the big traffickers in the country, and controlled the main smuggling routes into America, they were like the OPEC of weed, dope and coke.
