According to the album, the composer is J.S. Egerton. This may be the Coldstream Guards officer Maj J.S. Egerton (d. 1946), though I'm not clear on it. Unfortunately, March Winnipeg is rarely referenced outside the PPCLI Regimental Manual and I can't find more than that.
This appears to be the mentioned Maj Egerton. From the 08 November, 1928 Winnipeg Tribune, " "Winnipeg" Major Egerton This march was written especially for the P.P.C.L.(I) band by Major Egerton, lately of the Coldstream Guards, and Is being performed in public for the first time." The internet and its archives are a beautiful thing!
I was lead drummer for the 3rd 1982- 1985
I know I'm proud to have served in the regiment. Reg #4821

Egerton wrote this as well as the quick march "the third battalion"
@@louislungbubble Interestingly, the third battalion doesn't use that march, but rather Imperial Echoes.
@@qboxer I think Egerton wrote it for the Coldstream guards as it was played at the last Trooping the colours of that battalion in 1959.
