You need to have one tax rate that applies to all without special interest exemptions and deductions and credits. Then you set this rate based on the sum of the rate set for each Spending Bill and that spending is then limited by the amount actually collected.
Liberty and happiness could easily fall under the umbrella of fairness and the one problem with your thinking is that from how you say it the belief system is that the United States is the only country on the planet. When you push higher tax rates with zero special interest American corporations are going to invest elsewhere outside of the United States and our economy will suffer as a result since we live in a global market.
Republicans: We want to levy a tax rate on 25% on labor income, 15% on interest/investment income, and 7% tax on billionaires, and 0% on large corporations. Why doesn't anyone want to work? We can't figure it out... sheeshh
