Hammer's easily had the least amount of changes of anything in the game at least since I started playing (I know some funky stuff was being tweaked before Aetherslam got added but I wasn't here for that) You're definitely right that we do overuse Uppercuts today and most if it is simply for that risk factor as you say, Hammer's shortest combo is already not very short, a bit of extra damage is hard to justify hoping the Behemoth is going to give you an extra second and a half of free reign to combo especially when some skinnier Behemoths' hitboxes are impossible to hit the full spin hitbox on. Another contributing factor is just bad habits from cell meta, Uppercuts is the only combo in the game that (is usually) 5 hits which makes it just extremely convenient for getting consistent value out of Pulse+6 and Uppercut also just allows you to prime more faster which is a necessity for an Adrenaline/Endurance or an Invigorated build as well.
Oculus Umbra blends better with the outfit IMO. But the Grinning Phantom pops out more. If it were me, I would go with the Oculus Umbra. Edit.) The outfit giving off some bloodborne vibes TBH.

I think the spin still does more damage. But you can't dodge while you do it. the uppercut does allow you to dodge during the combo.
