They have 2 different (but heavily interconnected) tasks. The Inverter PCB is mainly (among other tasks) responsible, for adjusting the compressor(s) RPM (provided capacity), according to the requested total load which is calculated by each indoor unit(s) at a any given moment. Therefore you may say in very simple words that the Inverter PCB "instructing" the compressor(s) how fast or slow to rotate (therefore provide capacity) by continuously adjusting the supplied electrical power .
