So that they could calculate the interfacial tension I.e. The tension at the interface between the oil and water. If they just used water and no oil, that would give the surface tension of water not interfacial tension.

That's to burn off components that may affect the reading. E.g. emulsifier or oil residue from previous measurement.
burning the ring is required to ensure that the liquid should completely wet the ring such that we can assume the contact angle as zero.
