Merida with Scrooge is beastly. He will give her a focus bonus that makes her hit so hard she can one shot enemies after the first combat. It works well with any ranged guardian, but certain ones benefit more, like Judy Hopps or Malificent. When people make Tier lists they don't take into account synergies between the roster. If you keep up with talents and abilities on your roster, you will find team combos able to easily defeat content they shouldn't be able to do yet. Understand what each guardian brings to the table and you can create teams that work so well it breaks peoples Tier lists.
Scrooge is really really good so pretty much any ranged would love him. Donald is a decent tank so you could bring both with any ranged type. Melee will do fine as well
She’s so easy to get at a lower level which is why shes good early on. If your focusing on future content then someone like Gaston or judy hopps is who to focus on. Just depends who you pull when you start playing

How do you get energy
Merida is not top tier but she isn't bad. If you get Gaston, Zerg, or maybe like Malificent at a higher star (3+) you would want to switch to them.

Id say for fun use someone like baymax with mulan. Lots of fun
