Hello brother. I also have the same problem. I have unplugall the peripherals on the laptop. I tried to turn on and off as per your instruction but my laptop doesn't want to proceed to the next step. When I press F8 and F10 the screen blinks and remains on the the blue error screen. I also have the Bootable flash drive when I plug it in nothing happens. What could I be doing wrong or is my case different from what you have just presented?. Thank you in advance.
You need to turn it on and off for 3 to 4 times .. and to turn off you need to press and hold the power key to force it to turn off only then screen will come
This is what you have to do.. press and hold and your pc will turn off. Now again turn on and once the screen starts repeat the step to turn off pc Do this 3-4 times u till you see a screen diagnosing your pc

When I press the power button it instantly shut off. I don't have to long press to forcefully shut it down

It was my Logitech mouse causing the error be sure to unplug every thing and every thing
