The thing with Toriko's power system is that initially, it was very close to how the bounties worked in One piece. Rather than pure strength, capture level factored in the ingredient's threat level, the dangers of their location, and how difficult they are to prepare. And then they got this chameleon who could directly measure energy. So, from then on, capture level actually correlated to how strong the ingredients are. Although, I suppose they resorted to the older system for non-sentient ingredients.
Remember the time in Fairy Tail when they did the attack measuring contest. Mavis giving Kana her strongest spell to destroy the measuring device did make me laugh.

Power level actually does return in the Buu arc when Babadi needs to extract energy to revive Buu. It's a different measurement system called Kili, I think.

My favorite thing about One Piece is that it runs more on Superhero rules. For example Spider-Man has powers of a Spider, like super strength, ability to climb walss, etc, but his villains don't tend to be stronger than him, but they usually have a power set that makes it difficult for Spider-Man to defeat with just brute force. Although Mysterio can be taken out in one punch, the reason Spider-Man has hard time beating him is that Mysterio hole gimmick is that he creates illusions that makes Spidey question if anything he sees is actually real. Kraven is usually a normal human, the reason he is a threat to Spider-Man is because he is a master Hunter. The best comparison of One Piece to typical Superhero comics is Crocodile and Sandman. Both Luffy and Spider-Man can't just punch Sandman to win, they have to figure out a way to disable his powers to be able to beat them. Even by the Marineford arc, despite Luffy having 2nd & 3rd Gear, he still needed water to be able to hurt Crocodile as he couldn't beat Crocodile without it.

I'm surprised people still don't get why Oda made Dourikis. It's literally for what we saw on screen. Ranking the CP9 members. With every other villain groups it's fairly easy to guess their rankings in their own groups. King, Queen, Jack for the Beast Pirates. Mr.1, Mr.2, Mr.3 and so on for Baroque Works. The Bounties for the Big Mom Pirates. The Survival Rates in Skypiea. Oda has used many creative ways to tell us who is the strongest and weakest in each villain groups without needing to say it out loud. But CP9 was a problem. They have no hierarchy among each other. They are part of the government so they don't have bounties. And they are all "superhumans" so it's hard to rank them purely by feats. There is no way anyone would know that Kaku is over 2 times stronger than Blueno before Enies Lobby. That's why Oda made the Douriki system. He just needed to establish how strong the CP9 members are compared to each other before they fight the Straw-Hats. Nothing more, nothing less.

That scene basically felt like what DBZ was trying to say in power level not being the only factor to battle as we see many times from raditz to kid Buu losing to to being rushed or op techniques One piece the fruits can be a factor in power and some like Sanji can't touch women so technically any woman can beat Sanji. I really wish more DBZ fans understood this. After the Frieza saga, there are no true canon power levels save for like 2 instances. The whole point of power levels and the scouters were that it was all bullshit in the face of Earth's fighters and their philosophy. The prime example of this was when Ginyu took over Goku's body and couldn't do a thing with it. All of the alien's attacks are about as strong as they are in terms of power levels. All of Earth's fighters' techniques are far stronger than their normal power levels (eg. the Kamehameha or the Dodon Ray) or explicitly multiplied their strength like the Kaioh Ken.
I think it does make sense though. A military organization like the Marines or World Government (or the Frieza Force) would want a way to quantify the strength of their soldiers. If you're able to reduce the raw strength of your forces to raw numbers, you're able to utilize them more effectively. "Oh, that pirate beat a squad of 30 Marines. If we want to bring him in, we should send at least a captain with a Doruki of 300." Measurement wouldn't be based on "hit Fukuro as hard as you possibly can." The point is to hit him with a normal blow and let him measure the average amount of strength you can exert.
The Toriko capture level was sooo good... And it wasn't just about power but also difficulty to capture, in the same way of the bounties. You really should do some Toriko content, I would looove that ! 🎉

I didn't feel it was that strange. Oda simply always had bounties or other ways to give a rough impression of a ranking (e.g. with the Baroque works levels) and with the Strawhats going up against the government for the first time, bounties weren't possible, so he brought in something else instead, because he wants some context for the upcoming fights and then afterwards we are back to pirates and bounties work again as a measure, so I don't think it ever was intended to stay. The whole point was to show sort of the 3 tiers of them, Lucci/Luffy are a level on their own Kaku/Jabra/Zoro/Sanji are below that extremely close to each other which is also played into with the bickering and then the others are somewhat similar a bit below that in similar ranges where the rest of the crew is grouped.

In both Resurrection F and Super Broly power levels were mentioned again. RF having Frieza say he could reach a level of 1.3M in his base form. Super Broly had Paragus measured at 4000 and Goku/Vegeta/Broly all unable to be measured by the scouters.
Robin’s Fruit power Range is most probably how far his Observation haki is, she definitely has it like in Green bit at dressrossa, they foreshadow this but did not anymore make it clear if it’s really observation haki of her.
My theory about CP9 has two halves. 1. Instead of all the known members of CP9 just being transferred, CP9 was abolished and all of its members were transferred to CP0 (this has not been confirmed. Members like Blueno weren’t confirmed until film Red to be in CP0) 2. We did not see all members of CP9 at Enies Lobby - I don’t know if we were ever explicitly told this but I’ve seen a lot of people, discussing the arc, imply that to be the case. One such member of CP9 that did not appear in that arc was Stussy. He role, going undercover in the underworld perfectly aligns with the MO of CP9 in cannon. She also has a bat devil fruit, and CP9 seems to have had a priority system for receiving Zoans (hence Jabra, Kaku and Lucci). Naturally this theory doesn’t change anything, nor is it particularly crazy, but I do think that means it makes sense and is valid.
Imagine bringing in Drake just for him to "escape" the next day. I'd like to think that when he started going undercover that happened a lot because he didn't want to fight the marines. There's some marine out there completely fed up of him escaping every time without knowing they're just letting him go.

I think you should definitely take 'physical strength' extremely literally as either muscle power or striking power with fukuroku just having an abnormal talent for estimating it from a basic punch even without them trying super hard. It's literally just a bunch of coworkers going up to a punch machine to show off to each other. It's somewhat useful as a comparison among that specific group because they all have the same base training and that training focuses on improving their bodies and physical abilities. Narratively it gives a very rough idea of comparative strength among the members cause we don't have another measure and also lets Oda throw shade at Spandam.
I could see militaries bounty hunting for their kingdoms. So long as you don't need your fighters for personal defense, send them out to get some big bounties and countries could potentially add to their coffers. Gotta pay that Heavenly Tribute somehow.
I dont know if Oda stated that marines doesnt get the bounties, but i see good reasons for them to do. Makes sense to me for the government to use the bounties to incentivise the marines to do their jobs, like a big comission. And also to kiiiinda avoid corruption on marines working along pirates. Since they may get persuaded by "well if i betray that pirate instead of helping them i will get his big bounty as comission for my job!". Maybe on cap. Nezumi's case arlong gave him more money than his own bounty was worthed to compensate.
Oda is pretty good about not over-explaining how powers work, honestly. Sanji can put his feet on fire through friction? Okay. Zoro can grow two more heads and four more arms? Fine. Strong swordfighters can split warships in half with their toothpicks? Sure. All these things would get, like, two pages of analysis and explanation in most other shounens, and I really love that this doesn't happen in One Piece! Power Level is really just quantifying power creep, and as Tekking says, at some point the numbers get so absurd that no one even cares any more.
I don't really think powers level have to be absurd but for a weekly release series it's hard to plan right: it's pretty easy to have stuff earlly coming to bite you in the ass in that regard through implications, so it's just better to not set hard statements and be vague
When it comes to bounties i like to think of them in tiers like this Bounties: 5B+ = History Threats 1B+ = World Threats 500M+ = Large Island Threats 100M+ = Island Threats 50M+ = City Threats 10M+ = Village/Town Threats 1M+ = Murderers kinda inspired by one punch mans threat levels

I really wish Oda did expound more on bounty hunters and creating strong ones at that. Definitely a faction that should've been more of a threat, to be able to have a little farther reach than the government. Like you had Zoro, Johnny, Yosaku, and Daddy Masterson at the beginning of the series. It really would've been if there was in fact someone collecting on a lot more of the pirates. And then imagine bounty hunters with the introduction of Cross Guild. Some would start hunting marines instead, or maybe secretly hunting both.
The thing about power levels is that most people think of them in the way they are presented in dbz. The problem with that is that when you get down to the mechanics of it. Dbz fights are terrible from a choreography/writing perspective and so the power level system suffers for it. Most people assume in terms of power level, if you are 150 and your opponent is 200 of even 300. Then you just lose. That's not how real fights work. In a real fight there is really only one true rule. If you can hurt the other guy. Even a little. You can win. Nearly all of luffys high tier fights follow that rule. He is horribly outmatched. But not to the point where he can't get in some damage. Luffy clings to that one tiny bit of hope, and shakes it for everything it's worth. And in the end, through a combination of willpower, outside help, and usually a million tons of luck. Luffy pulls through.

Considering Fukuro knows his own number and how it's named I assumed Te-awase was a technique that anyone can learn like the Rokushiki and it requires everyone to hit the user full strength with no special abilities or transformations involved. I don't know why a Zoan transformation would stop it from working but maybe they just can't perform the attack part of the Te-awase without being fully human for some reason.
Tekking, do you think the government allows countries to have strong people in their military force? By Kaido's flashback and Fujitora's story I get the impression that if the government or the marines found out you have someone strong in their army they would recruit them. This way keeping the countries weak and at their mercy
The bounty system is fair, I think. People have not so great days like how athletes can fumble in a competition, so threat level based on average performance, history and situation seems fair and much more interesting to read as it also adds to the story telling and characterizations
As viewers, we could have assumed that cp9 are all the same strength. That would have made the battles between the straw hats and cp9 way more unbelievable. That‘s why Oda HAD to establish somehow a power ranking to them.
Oda has done a lot to buck the trends a lot of shonen manga follow. Bounties instead of power levels is one of them, and a good example of measuring a person by how overall of a threat they are.

The farmer from DBZ absolutely does have a shotgun. Not sure where youre getting the idea that it's a rifle, but its definitely a shotgun. I literally looked up images of the Farmer on google images right before commenting this, and yeah, thats a shotgun.
The design of it is based on the Winchester Model 1866 rifle, plus it fires a bullet rather than buckshot. Now, some shotguns can fire slugs, which might account for that, but based on the design it seems to be a rifle.
The bounty system Is also useful as a way to show prioritization for Marine military forces for example if they have a choice between defeating big mom or Shanks the bounty system is a good way to inform the Marine in charge of that operation to know which to target which in that case is big mom It's also a good deterrent for marine forces it's a good way to stop very dumb vice Admirals or captains from throwing themselves against An emperor or a particularly nasty former warlord you don't want a war starting against someone that strong just because some dumb captain thought they could take Shanks in a fight and without the bounty system there's really no quantifiable measure for that captain to look at to know who he can take and who he can't But with the bounty system he can look at Shanks number and realize that he struggles against numbers that are 1/10 of that
Rob Lucci most probably still can’t do both advanced Haki armament or Conqueror’s because luffy didn’t feel anything in gear 5th with Rob lucci’s attacks like when Kaido Smash Luffy could feel kaido’s attack hurting him.

Genuine question I'm a massive fan of anime and manga, started my journey with the likes of Akira, DBZ, Samurai Champloo through toonami as a kid. Seen every episode of Naruto, Bleach AoT, Death Note, Full Metal Alchemist and Full Metal Alchemist Brotherhood. I think that using numbers for a power lvl isn't the best way. There are too many factors that contribute to power. It started out as a good beginning system, but quickly falls apart.
The problem with numerical powerlevel systems is that authors are bad at keeping character power consistent. It usually fluctuates as needed to create an interesting story. In one piece especially so when you look at people like Luffy. This not keeping track of things and molding character power for the needs of the story is how you end up with shit like Ulti just being mathematically stronger than Katakuri. Last ark Luffy needed snake man to beat him, then in wano he has a training arc, gets stronger and faster than his gear 4 from the start of the arc and he says he needs gear 4 to deal with Ulti If you used a numerical powerlevel system the amount Luffy increased in wano would just be ridiculous cause it'd put into perspective how he essentially grew more on 1 island than he did his whole journey beforehand
Maybe instead of the world government paying other kingdoms and such for the bounties, they could instead allow them a certain amount off of their heavenly tribute. It's like a tax break.
So thinking about fujitora im wondering how strong he was before he became an admiral. When you look at akainu while he was an admiral he gets into a fist fight with whitebeard temporarily you can see he has a lot of phyiscal strength and like kuzan with the battleship bags clearly got sone toughness to them. Fujitoras strength tends to come from his meteor and his various gravity slashes. When fighting phyiscally he only seems to match like dressrosa zoro. Youd feel an admiral should be pounding dressrosa zoro in a clear strength diff i mean luffy at this time barely beat doffy at this time. Im wondering if fujitora is only really displaying strength because of his given devil fruit he got when he was admiral and whether he's actually that strong by himself.
I think most pirates under 1B could possibly be taken in. Katakuri? No bounty hunter or country’s military is going to have a chance of capturing him. Super rookies with bounties in the 100-300mil range, no haki yet? Jean the bandit could’ve taken any of them in

I didn't feel it was that strange. Oda simply always had bounties or other ways to give a rough impression of a ranking (e.g. with the Baroque works levels) and with the Strawhats going up against the government for the first time, bounties weren't possible, so he brought in something else instead, because he wants some context for the upcoming fights and then afterwards we are back to pirates and bounties work again as a measure, so I don't think it ever was intended to stay.
The whole point was to show sort of the 3 tiers of them, Lucci/Luffy are a level on their own Kaku/Jabra/Zoro/Sanji are below that extremely close to each other which is also played into with the bickering and then the others are somewhat similar a bit below that in similar ranges where the rest of the crew is grouped.

RF having Frieza say he could reach a level of 1.3M in his base form.
Super Broly had Paragus measured at 4000 and Goku/Vegeta/Broly all unable to be measured by the scouters.
Robin’s Fruit power Range is most probably how far his Observation haki is, she definitely has it like in Green bit at dressrossa, they foreshadow this but did not anymore make it clear if it’s really observation haki of her.
My theory about CP9 has two halves.
1. Instead of all the known members of CP9 just being transferred, CP9 was abolished and all of its members were transferred to CP0 (this has not been confirmed. Members like Blueno weren’t confirmed until film Red to be in CP0)
2. We did not see all members of CP9 at Enies Lobby - I don’t know if we were ever explicitly told this but I’ve seen a lot of people, discussing the arc, imply that to be the case. One such member of CP9 that did not appear in that arc was Stussy. He role, going undercover in the underworld perfectly aligns with the MO of CP9 in cannon. She also has a bat devil fruit, and CP9 seems to have had a priority system for receiving Zoans (hence Jabra, Kaku and Lucci).
Naturally this theory doesn’t change anything, nor is it particularly crazy, but I do think that means it makes sense and is valid.

I think you should definitely take 'physical strength' extremely literally as either muscle power or striking power with fukuroku just having an abnormal talent for estimating it from a basic punch even without them trying super hard. It's literally just a bunch of coworkers going up to a punch machine to show off to each other.
It's somewhat useful as a comparison among that specific group because they all have the same base training and that training focuses on improving their bodies and physical abilities.
Narratively it gives a very rough idea of comparative strength among the members cause we don't have another measure and also lets Oda throw shade at Spandam.
Maybe the six powers gave you a "specific" aura, so someone else with that training could measure the difference between people.
I could see militaries bounty hunting for their kingdoms. So long as you don't need your fighters for personal defense, send them out to get some big bounties and countries could potentially add to their coffers. Gotta pay that Heavenly Tribute somehow.
I dont know if Oda stated that marines doesnt get the bounties, but i see good reasons for them to do.
Makes sense to me for the government to use the bounties to incentivise the marines to do their jobs, like a big comission.
And also to kiiiinda avoid corruption on marines working along pirates. Since they may get persuaded by "well if i betray that pirate instead of helping them i will get his big bounty as comission for my job!".
Maybe on cap. Nezumi's case arlong gave him more money than his own bounty was worthed to compensate.

Oda is pretty good about not over-explaining how powers work, honestly. Sanji can put his feet on fire through friction? Okay. Zoro can grow two more heads and four more arms? Fine. Strong swordfighters can split warships in half with their toothpicks? Sure. All these things would get, like, two pages of analysis and explanation in most other shounens, and I really love that this doesn't happen in One Piece!
Power Level is really just quantifying power creep, and as Tekking says, at some point the numbers get so absurd that no one even cares any more.

I don't really think powers level have to be absurd but for a weekly release series it's hard to plan right: it's pretty easy to have stuff earlly coming to bite you in the ass in that regard through implications, so it's just better to not set hard statements and be vague

5B+ = History Threats
1B+ = World Threats
500M+ = Large Island Threats
100M+ = Island Threats
50M+ = City Threats
10M+ = Village/Town Threats

I really wish Oda did expound more on bounty hunters and creating strong ones at that. Definitely a faction that should've been more of a threat, to be able to have a little farther reach than the government. Like you had Zoro, Johnny, Yosaku, and Daddy Masterson at the beginning of the series. It really would've been if there was in fact someone collecting on a lot more of the pirates. And then imagine bounty hunters with the introduction of Cross Guild. Some would start hunting marines instead, or maybe secretly hunting both.

The thing about power levels is that most people think of them in the way they are presented in dbz. The problem with that is that when you get down to the mechanics of it. Dbz fights are terrible from a choreography/writing perspective and so the power level system suffers for it.
Most people assume in terms of power level, if you are 150 and your opponent is 200 of even 300.
Then you just lose.
That's not how real fights work. In a real fight there is really only one true rule. If you can hurt the other guy. Even a little. You can win.
Nearly all of luffys high tier fights follow that rule. He is horribly outmatched. But not to the point where he can't get in some damage.
Luffy clings to that one tiny bit of hope, and shakes it for everything it's worth.
And in the end, through a combination of willpower, outside help, and usually a million tons of luck. Luffy pulls through.

One Piece is by far worse in fact, where usually Luffy ends the fight with one really strong punch or a flurry of punches

Considering Fukuro knows his own number and how it's named I assumed Te-awase was a technique that anyone can learn like the Rokushiki and it requires everyone to hit the user full strength with no special abilities or transformations involved. I don't know why a Zoan transformation would stop it from working but maybe they just can't perform the attack part of the Te-awase without being fully human for some reason.

By Kaido's flashback and Fujitora's story I get the impression that if the government or the marines found out you have someone strong in their army they would recruit them.

The bounty system is fair, I think. People have not so great days like how athletes can fumble in a competition, so threat level based on average performance, history and situation seems fair and much more interesting to read as it also adds to the story telling and characterizations

I'd say the Yonko/Marine officers ranking system is a good power-level scaling system if you combine them both.
As viewers, we could have assumed that cp9 are all the same strength. That would have made the battles between the straw hats and cp9 way more unbelievable. That‘s why Oda HAD to establish somehow a power ranking to them.

The farmer from DBZ absolutely does have a shotgun. Not sure where youre getting the idea that it's a rifle, but its definitely a shotgun. I literally looked up images of the Farmer on google images right before commenting this, and yeah, thats a shotgun.
The design of it is based on the Winchester Model 1866 rifle, plus it fires a bullet rather than buckshot. Now, some shotguns can fire slugs, which might account for that, but based on the design it seems to be a rifle.
The bounty system Is also useful as a way to show prioritization for Marine military forces for example if they have a choice between defeating big mom or Shanks the bounty system is a good way to inform the Marine in charge of that operation to know which to target which in that case is big mom It's also a good deterrent for marine forces it's a good way to stop very dumb vice Admirals or captains from throwing themselves against An emperor or a particularly nasty former warlord you don't want a war starting against someone that strong just because some dumb captain thought they could take Shanks in a fight and without the bounty system there's really no quantifiable measure for that captain to look at to know who he can take and who he can't But with the bounty system he can look at Shanks number and realize that he struggles against numbers that are 1/10 of that

I think that using numbers for a power lvl isn't the best way. There are too many factors that contribute to power. It started out as a good beginning system, but quickly falls apart.

The problem with numerical powerlevel systems is that authors are bad at keeping character power consistent. It usually fluctuates as needed to create an interesting story. In one piece especially so when you look at people like Luffy. This not keeping track of things and molding character power for the needs of the story is how you end up with shit like Ulti just being mathematically stronger than Katakuri. Last ark Luffy needed snake man to beat him, then in wano he has a training arc, gets stronger and faster than his gear 4 from the start of the arc and he says he needs gear 4 to deal with Ulti
If you used a numerical powerlevel system the amount Luffy increased in wano would just be ridiculous cause it'd put into perspective how he essentially grew more on 1 island than he did his whole journey beforehand

When you look at akainu while he was an admiral he gets into a fist fight with whitebeard temporarily you can see he has a lot of phyiscal strength and like kuzan with the battleship bags clearly got sone toughness to them.
Fujitoras strength tends to come from his meteor and his various gravity slashes.
When fighting phyiscally he only seems to match like dressrosa zoro.
Youd feel an admiral should be pounding dressrosa zoro in a clear strength diff i mean luffy at this time barely beat doffy at this time.
