In most cases, Yes. Younger citrus or citrus grown in containers can benefit from some winter protection using greenhouse plastic or row covers if temperatures dip into the 20's F. The mandarin variety I featured in this video "clementine" held up very well in last years hard freezes growing in a half whiskey barrel and produced a delicious fruit set. I was so pleased with it's performance and taste that I opted to get a second tree to plant in the garden. Cheers!
Those rings you see are actually hoops from a whiskey barrel. After some of my barrels began to rot out, I broke them down looking for a way to re-use the metal hoops/rings. I put them around some of the perennials for aesthetics and to help divert water and feeding to the roots. Another idea would be to attach some copper tape around them to protect plants from slugs and snails. Cheers!

Maybe I'm ignorant on the practice but using newspaper, cardboard, or paper doesn't seem like a good idea in a natural organic garden
