Its high season in Kenya for tourism, Kenya receives upwards of 1 million tourists during the peak season. You have to pre-book the train a week in advance during peak season.
As a foreigner you use a travel agent to book the train for you.
Mpesa is also universal and you can use your passport to register. SiM cards are everywhere. Malls, airport arrivals, train and bus stations etc.

You can get MPESA with your passport. All foreigners get MPESA as soon as they arrive. You can get one too its just a Safaricom line. Use your passport.

You can open an Mpesa using a foreign passport. Many foreign vloggers use Mpesa.

I visited Mombasa last and I wanted to book the train from Nairobi VIP seat but It's fully booked for weeks ahead 😅 so I bought the economy and bought my train back ticket in advance and got the VIP. I stayed at Liido Somali Hotel by the Pirates beach. Amazing experience, masha Allah

Now prepare to get married to a Coastal Mijikenda man. Preferably Giriama or Chonyi and stay in Mombasa forever with your own beach plot, garden and hospitality business. Mingle freely with the locals, wear a bikini and enjoy the sea, drink mnazi preferably KILALO, visit Vasco Da Gama pillar, Kengeleni church, Malindi Portuguese chapel, Haller Park, go clubbing and enjoy life. Samiya we are population of 53million and higher precentage of that we do business lots of business in Mombasa being the gate way to shipment goods another thing our revenue higher percentage is tourism and tourist love our white beaches dont forget mombasa port is the gateway for shipments to Uganda , Rwanda,Burundi, DRC, Ethiopia, South Sudan and Kenya so that small town carries East Africa shipment imports and the train saved us all..
The security is Kenya's top priority especially since we had terror attacks from al shabab.
Also, this is peak season, anyone knows the trains are full.
Finally, any foreigner can get Mpesa using just passport, you just never tried

When schools are opening or closing for break, or when its tourist high season, trains can be full 5 days in advance.
The security checks are just okay. Not over the top. We live in a rough neighborhood as shitholes and terrorist hovels sorround us. Dont complain please. Just go through it and you'll enjoy safety and peace.

You can use your passport to open an Mpesa, you don't need a Kenyan ID or to be Kenyan for that matter.
