I’ve had this problem for about 5 years now and the sound has kinda just grown onto me… I now find it seemingly uncomfortable to sleep without the buzzing noise going off at 11:01am, 12:31am and 1:31am.. its always those specific times…
Fans operate at 120 volts and a dimmer only supplies 90 volts so the fan is struggling to get the other lost 30 volts back creating a rough voltage basically and that is the noise you are hearing

It's on a variable light switch so to get it fixed the switch needs to be replaced
