Personally, I love the normal IPads, they start at £300, which as far as apple goes is fairly affordable (Take note MacBooks), They’re Snappy and Fast, Durable (as I’m typing on my 5th Gen iPad (2017) with no change in performance since then), It’s got a great design, It’s got an amazing Retina display. The only thing I would love to change, is 32gb of SSD, Like come on, it’s 2020, phones have nearly 20X that, at least give the base model 64gb or 128gb. Hopefully the Upcoming 9th Gen IPad will have a M1 chip and some more storage, while retaining its price. If so, there’ll be no reason not to buy it over the air.

Don’t buy an iPhone since you’re a android windows user, you’re gonna regret. Stay where it’s safe for your files and compatibility between android and windows but if in case you wanna do the change first start by getting and iPhone, then an iPad and lastly a MacBook

32gb exists for schools and it is enough. I use iPad Air 7gen with 32gb only for teching and studying (no games, not many photos, virtually no videos) and haven’t got any problems. But yeah, for personal use or as an only device it would be too little

As a digital artist myself who uses an iPad, I would say sure! This is a pretty decent iPad and is very smooth to work with. If you get this, I would highly recommend getting the app procreate. It's a very good app for drawing and only costs about 10$. It has many different brushes, has up to 250 layers per artwork (depending on the dimensions of the artwork), plus a clipping mask/alpha lock feature and a selection tool that makes it very easy to resize and add perspective to the artwork. It also works with an apple pencil, which is a very high quality stylus that is actually specially made for drawing/taking notes. It connects with bluetooth and has a good sense of pressure sensitivity. If you would like something more professional, I would recommend something that is made to create things with art on. Though yes, I highly recommend this as a primary tool for creating artworks!! :D
