I'm pretty sure the cutscene music comes from the Super Mario Bros 2 title screen, specifically the version in Super Mario All-Stars or Super Mario Advance. Same composition as the underwater theme, just a different tempo and (for lack of a better word) instruments

There’s an Indonesian TV called “Trans 7” and they used JRPG music from 2007-2014, mostly in the programs “Cita-citaku”, “Laptop si Unyil” and “Buku Harian si Unyil”, and “Homestay”; and in rare times, “Trans TV” (from the same company), also used it in some programs including news For Chrono Cross, they used this until circa 2016 on a program “Indonesiaku” I have a playlist for that TV company and my childhood nostalgia, feel free to check. The name is: LAGU TRANS 7. This is a mixture of JRPG songs and some production music
This seems to be one of the only cases. I'd assume it was done this way because of tight deadlines and the limited budget, as most educational games get way less resources to be made than your average non-educational game.
They didn't even try... Then again, if a Gameboy Advance game has Chrono Trigger music, a shrek game can plagiarize Nintendo and other video game music without getting in trouble. I'm still mad hearing the Kokiri forest music in a goddamn shrek game.
I mean... To be fair, these games usually had very small teams, very little development time and incredibly tiny budgets. Educational stuff like this is often rushed out the door in 6-8 months (a large chunk of which is usually spent on planning instead of actually programming/making art for the game). I'm also pretty sure that these were intended to be placeholders considering the fact that there's some music from Shrek 2 in it.
