I'll make it simpler Since "m = A/B" you can just separate the two numbers of the slope to get "Ax" and "By" and since "b = C/B" just divide "B" by random numbers until you get "b" once you get "b" the number divided by "B" is "C"
In my math class (and in my textbook), It shows that general form is Ax+By=C, but everywhere online i go, I find Ax+By+C=0... Is there a difference in those two equations?

You always have to subtract the y by itself to convert it to general form so that it equals 0. If it were 3y then you would have to subtract it by 3y and add it to the other side of the equation.

then you subtract it. If its 2y then you subtract 2y

No, if you’re switching all equations to the other sides, you wouldn’t need to change the signs as both outcomes moved.
