Toon Boom Harmony Premium is the best animation software hands down. Industry standard for Disney, Netflix and Nickelodeon. You can do vector or raster traditional animation and simple or complex rigs. You can mix and hand drawn with rigging. It took me two years to learn Harmony but it's well worth it.
