The direct translation is "can't read the atmosphere"... which doesn't make much sense in English, but it's used for people who make things awkward by saying or doing something they shouldn't say/do in certain situations. I guess the best way to describe it is "someone who has no common sense".

mokulen Chan Well, what we call them depends on what region of the US one lives in. Down here in Central Florida I've only ever heard signal light and turn signal. In fact, in Spanglish down here it is also signal light but it sounds more like signalite :)
I just realised that I, as a German dude who speaks a bit of Japanese and English, sometimes seem to mix up meanings of 和製英語 and "real" English. I am a little embarassed, but at the same time I think it's kind of cool.
