Seems like an excessive amount of wrap - triple? Why so much plastic (is it a thin material?) when the bail is already bound with wire/string as well?

maybe because it's in Ireland with the climate being very damp?

Way to much overwrap! I'd shut it down after about 1.5 at most. Ever time that wrap cycles it is more oil usage and cost.
