Yes you can connect your 5km on fiber Connection.
Kindly clarify all the 25 cameras distance to core Switch.
Is you all 25 cameras within a 90 meter distance and your core Switch distance is 5km?

In first case media converter is used but in second case it is not that means we can directly connect the sfp module to the switch showing in the middle.?

If you have a single Camera in that case u can use media converter if you have more cameras then you can go with POE Switch with fiber Uplink.

Suppose to be Location A-4camera and B-4 Camera
if i used 4 port PoE and 1 Media Converter both side and also use 2receiver media converter total 4converter and at the end poient used 1 GIGA Switch. Then is it work properly?

This you have to test brother. I used media converter for single Camera but in your case 4 Cameras data Uplink would go with single media converter.

You have to put one Weather Proof Box on pole for Media converter protection and in that box you have to provide power plug and in that plug you can connect your media converter.

If you have PoE NVR then you can connect.
If you have normal NVR then you can place one PoE Switch near NVR and you can connect your all near by Camera.
