Can this push a 1988 17 ft mc Cree craft boat?

What size of boat can an EP 9.9 propel? I have a 1981 Citation Marquis. It's about 16' LOA and 7' Beam. I plan to have about 3-4 people in the boat. It originally had a 120HP Mercruiser I/O, but I'm thinking of converting it to an outboard. Can it do this or do I need something more powerful?
