Tourmalines are great. But spinels are even better (incredible luster, 8 on Mohs hardness scale).

I purchase a raw black Tourmaline and I gave it a quickly rinde with water and it now has white streaks on it. Is it real

It could still be real if the water uncovered some white Quartz veins or if it's some kind of white residue from the stone getting wet.
