My JC Penny Pencrest unit acted like this when I tested it outside on a hot day. Inside the evaporator gets completely cold and had no issues cooling.
Unfortunately you may be correct about being low on refrigerant the few of those type units I have encountered blew ARCTIC air under all circumstances when running properly
This would be a great project to convert to an actual heat pump. You just need to find the right reversing valve
There is a TON of things that would have to be added! Crank case heater, freeze stat, some sort of defrost system...
For some reason these fedders are either almost rust free or rusted bad. I never seen one in between.
