"I indicated that there is a direct correlation between the state of a church (growing, plateauing, declining, or dying) and the percentage of active members in that church. More active members equals a growing church; few active members equals a declining church.
What I failed to mention [to keep my sermon short] is that there is also a direct correlation between the outpouring of the Holy Spirit and the percentage of active members. Yes, more active members equals more Holy Spirit; less active members equals less Holy Spirit. 'The great outpouring of the Spirit of God, which lightens the whole earth with His glory, will not come until we have an enlightened people, that know by experience what it means to be laborers together with God. When we have entire, wholehearted consecration to the service of Christ, God will recognize the fact by an outpouring of His Spirit without measure; but this will not be while the largest portion of the church are not laborers together with God.' --Ellen White, Christian Service, 253."
