Happens to me too, usually in city but a bit less in canyons, caves forest etc. Never happens in basement for some reason

Easy fix: set gamemode to casual for city

Casual is the least popular game mode, so it runs off of less rooms/servers. This will happen especially if you're in a different queue that's does not default (minigames/competitive). Default is the most popular, and this glitch is very unlikely on any other game mode because they have more players. Meaning if its late at night and there are a small number of players online, there is a chance you can join the same lobby and see the same people, and every public lobby has a code. You probably just keep joining that empty code because there are not many other public rooms. So technically it's not a glitch, in short, it's just that casual is very unpopular, so you'll often join the same room.
Sometimes this also happens when you go afk, you will still be connected to a server. That, I do not know the answer to.
