Around the 7th gen, console manufacturers started to take longer between releases of new hardware, which led to a period where even fairly low end PC hardware managed to easily overtake the consoles, and PC players could often very easily achieve smoother and better looking results on even the most demanding games since devs still had to get them working on the long outclassed consoles. When the 8th gen consoles finally did come out they also had very underpowered CPUs for their time, which meant that aside from a small bump around 2014, CPU requirements for games barely increased since 2005. So when the PS5 and Series X released in 2020, developers could now design games around much faster CPUs than they had the 15 years prior, and because many PC players tend to focus mostly on the GPU when it comes to gaming they ended up being CPU bottlenecked for the first time in many years, possibly ever for some of them. So now people with really expensive and powerful GPUS are struggling to run the newest games at high frame rates, and many of them being used to very generous CPU requirements blame the lack of performance on poor optimization. I think this has been a factor in the perception that games have been unoptimized in the past 5 years or so. Of course hardware also has to some degree stagnated when it comes rasterized graphics (the kind mostly used by games) just look at the difference between a graphics card from 2005 & 2015 and one from 2015 & 2025. A decent card from 2015 could still run most new games with playable speeds and visuals while one from 2005 would get demolished by a 2015 game. To give a more complete answer to Dizzy's question while I'm at it, I think there're plenty of other contributing factors to the perception newer games are unoptimized, one of which being that many of them are, perhaps because nowadays deadlines are less critical since they can just release a patch to fix issues, whereas back in the day releasing a patch was a massive hurdle for many reasons. When it comes to indie games it's usually just due to a lack of resources, but when it comes to the AAA industry a big contributor is the Unreal Engine, while you can get good perfomance out of it, that requires a lot of tweaking and work that many studios for various reasons just don't do. Stuttering in particular is a huge problem with Unreal and one of the most common and aggregious sources of it (shader compilation stutter) is very easy to miss during testing and very hard to fix completely once it is found so it often makes its way into the shipping product. To sum up, there are a bunch of different things responsible for poorly optimized games and the perception thereof, but I don't think that "lazy devs" as many claim is one of them.
