This is because when light is dispersed through hydrogen gas only certain electromagnetic radiations are absorbed and on obtaining the atomic spectra certain dark bands are observed.. well this and much more else was how he figured that there are only certain energy shells which have a fixed energy ... And he did not have to prove it. he just explained the absorbption spectra phenomena and other electrons energy related queries. Moreover this is not the accurate model it has faults too. He could only explain certain ionic species like h+ , he3+ etc
