My wrenches at work look like this. I work in the assembly department at a company that manufactures hydraulic cylinders. Around the time I started there was an ongoing issue with people borrowing wrenches from each others work carts and not returning them. Eventually our supervisor got tired of people constantly arguing with each other over their missing wrenches so he went and had wrench sets purchased for each assembler. To make sure that there would be no more arguments about which wrenches belonged to a particular employee he hung each set up on the paint line and had the painters give each set a different color. Over the year or so since we got them the paint has faded on the most commonly used sizes (3/8, 9/16, 11/16, 7/8, 15/16, 1"), so that now only the lettering still has color.

Saddens me that people still haven’t heard of this in 2019. I was told to do this when I was an apprentice 32 years ago.

Many years ago I was doing this with bright yellow on impact tools. Looks great. Clean the new industrial finish before applying. I used to fill the markings repeatedly until full and flush with the surface, wiping off the still wet excess between coats. When dry I'd use a razor blade to clean off the rest.
Maybe try using some clear top coat nail polish to make it last longer.
