If no one believes me on the implied rights of access, the next time the TV licence inspector call tell him his implied rights of access are removed and he/she will leave there and then as they have to by law. They will come back with a warrant, no doubt, but try it and see. Your house is private and only the courts, cops, and other limited emergency services institutions have the authority to enter.
