Which is also under license with King Features Entertainment.
At this point, if Paramount isn't at all interested in restoring their classic cartoon library (except for the Fleischer Studios cartoons being restored in cooperation with Max Fleischer's estate), they could care less about wanting the Popeye cartoons back in their vaults.

No, Popeye was voiced by William Costello in his animated debut, and I'm pretty sure a few others before Jack Mercer came along.
