Neither God nor Jesus ever asked anyone for their money. And no, nowhere in the Bible is anyone admonished to "test God" by paying money to a religious institution. Deuteronomy 14 says nothing about paying money to today's version of a "church." But yes, those who regularly attend a religious establishment and enjoy the facilities should contribute to support it.
