ICC could look at TV7 news where Israel gave information about humanitarian help to Rafa to so called safe zone where people are asked to move. It is also data on an enormous amounts of food. They have to look for kidnapped people and eliminate Hama. It has been found dozens of tunnels between Egypt and Rafa - think if this would be the situation in your country. Israel really does not target civilians.
