It was most likely up in space like Kaiser was being upgraded, when the attack happened true GM was not finished yet so Tetsuya had to go out in something to try and defend earth so he took the old GM out of storage.

@@DBZScouter actually is neither , this OVA follows the manga events rather than previous OVAs , thus this Great Mazinger is just as strong as the 80's anime version ; stronger than Mazinger Z and made with new Super Alloy Z , however even in the 80's anime this Great Mazinger was shown to be able to be badly damaged and overpowered if enough Mikenes attacked it , needing help from an upgraded Mazinger Z to beat the Mikene Army. It not the prototype version as that one was too weak to handle multiple Mechanical Beats let alon MIkene Beast or 2 Mikene Generals and Shin Great Mazinger would have been able to wipe out those 2 Mikene Armies along with their generals easily
