Hwei damage lvl 1-6 is busted. He should be getting scaling more smoothly by being strong midgame and lategame and being weak early on lane. You have no opportunity to trade with him unless you are god like beifeng. A goddamn assasin is tickling his balls for 50 dmg with rock Q at lvl4 but hwei does qq-ee-passive for half your health. Meanwhile you just ran out of mana on qiyana after using qwq. Also dirk nerfs coming... what a joke.
