Because they don’t make an exact liter amount of drink it’s the owners who want to save money and supply so they tell them to fill the cup with mostly ice to be able to put less of an amount in but make it look full

But when you take out the ice the drink is less then a half thats why you should order the drink without ice and ask to give ice seprately

카페 알바생인데 원래 얼음 포함 가격이기도 하고 실제로 음료에 얼음을 저렇게 가득 넣지 않으면 생각만큼 시원하지가 않아서 가득 ~ 채우는것도 있어요 ㅠㅠ 얼음 적게 해달라 하셔도 레시피 비율은 정해져있는데 뭐하나를 더 넣기도 그렇고 그런거같아요. 대신 저희 카페는 얼음 적게하고 우유나 물로 채워달라하면 그렇게 해드려셔 얼음 적다고 음료 양도 적어지는게 싫으시면 한번 주문할때 그렇게 말씀드려보세요~! 웬만하면 다 그렇게 해줌

For all the people saying that they charge loads despite the amount of ice, most of the drinks are like $2 / £1.80 after conversion.. that's not bad compared to most fast food drink prices.
In Starbucks in India these drinks cost around 6$ each that too for the small sized cups
