Pioneer PD-204 disc reading problem

-Found out the problem: PSU unit is wrong (or maybe a capacitor related to it).
The weirdest thing is, that sometimes it plays the discs perfect, without any problem. But most of the time, it won't start - like on this video. What's the problem here and how can I fix it?

@@octapesarini Would have to change and solder some capacitors and I couldn't do it, so I sold it. Bought a PD-6700 which is working flawlessly since then (made in Japan).

replaced the laser unit or adjust the variable resister behind the unit

Disc is not spinning.... Check for that first, maybe faulty motor
