Ah! Well the Hubble constant in itself is not linked to it, except that the expansion of the universe affects the HC’s value. And that might be affected by whether or not dark matter exists. Dark matter’s existence will effectively decide which kind of universe we inhabit. Which could mean different times since its beginning and therefore a different HC. As for what it is? Nobody knows yet. We’re pretty sure it’s there but, since it doesn’t interact with light or charged particles (except through gravitational bending) we can’t investigate it. Yet.
