I have 75 points based on education, age, PTE, spouse competent englisy etc. In my profession this year cutoff was 90 points for 189 subclass and 70 points for 491 subclass. It means those who have scored 55 points only got the opportunity as you mentioned 15 points will be given by state. please clear this point.

Well I started this video to understand the step by step but I didn't get the information that I was looking for.
For instance can I apply multiple EOI's for various states in 491. secondly is EOI the only step to complete, or do we need to complete anything on the respective govt states websites after lodging the respective EOIs?

Hi dear, if their is some minor mistake in EOI because of confusion means if I have claimed the deemed experience too in my EOI AND matric and case officer of state is agree with my points and say no mistake then what are the chances of visa to be granted by DOHA.
