Generally no. He is pruning to a central leader for apples. Peaches are more commonly pruned to open center style.

Winter pruning will cause more vegetative growth than summer cutting...summer cutting will slow heavy unwanted growth down ancjncrease flowering buds.
But to get renewal growth pruning should be done in winter. The rootstock will determine the overall growth. Limbs make apples.
